The Government claims that it doesn’t get respect from its society. Civil society doesn’t trust the government, and all expressed clan loyalty still exist and prevents electing qualified presidents and the reinforcement of the law. The mistrust of government was present in Somali history, and the clan loyalty affects the relative stability and the development of Puntland and Somalia.
