People and Organizations Working for Equality and Rights - P.O.W.E.R.
P.O.W.E.R project aims to strengthen inclusive and accountable local governance in Garowe, Eyl, and Dangorayo districts of Nugaal Region, Puntland between 2025 and 2028. Building on the momentum created by recent One-Person-One-Vote local elections, the project focuses on turning electoral participation into sustained citizen influence over local decision-making.
The project prioritizes women’s collective agency, alongside youth and other marginalized groups, by organizing women-led civic platforms, strengthening leadership and advocacy skills, and creating safe, structured spaces for engagement with local authorities. At the same time, it supports district councils to improve transparency, responsiveness, and accountability through regular dialogue forums, participatory planning and budgeting, and social accountability tools.
By addressing restrictive social norms, power imbalances, and weak accountability mechanisms, the project seeks to consolidate democratic gains, improve trust between citizens and local authorities, and embed inclusive governance practices into everyday local government processes for long-term impact.
