About the Project
Dowlad-Wanaag strengthens cooperation between citizens and local authorities in Jubaland. The programme creates practical opportunities for women, young people, civil society and businesses to participate in public decision-making and hold institutions accountable.
What We Do
- Support women’s and youth caucuses.
- Convene citizen–government accountability forums.
- Strengthen local revenue governance and tax awareness.
- Train rights holders and government duty bearers.
- Support community monitoring and follow-up on public commitments.
- Promote youth-led peacebuilding and civic action.
SFS Role:
SFS leads community engagement and programme implementation in Kismayo, Dhobley and Luuq. We work with citizens, businesses, civil society and district authorities to strengthen inclusive, transparent and responsive local governance.

Stronger citizen participation, more accountable local institutions and improved public services.
